Thematic Study #14 Action for Climate Empowerment and its transformative potential in Latin America

This new study presents the state of the art in the design and implementation of climate plans and policies aimed at complying with Article 12 of the Paris Agreement, in eight countries of the region: Chile, Uruguay, Ecuador, Peru, Costa Rica, Cuba and the Dominican Republic. It also includes experiences developed by different international organisations in these countries.

Action for Climate Empowerment (ACE) is the agreed name for article 6 of the United Nations Framework Convention on Climate Change, reflected in article 12 of the Paris Agreement, which also contemplates six interdependent and interrelated dimensions: education, training, public awareness, public participation, public access to information and international cooperation.

The study has been carried out under the framework of the line of action "Action for Climate Empowerment" that the EUROCLIMA+ programme is developing in the 18 countries of the Latin American Region

It was prepared by Yayo Herrero y Gloria Arredondo, under the coordination of the International and Ibero-American Foundation for Administration and Public Policies (FIIAPP), for EUROCLIMA+, a programme financed by the European Union.
