The EUROCLIMA+ Programme is the European Union's main instrument for cooperation with Latin America on climate change, which aims to support the countries of the region in their adaptation and mitigation efforts.

EUROCLIMA+ has developed, with its partners, a dialogue in the field of climate policies and institutional strengthening. While the identification of respective actions was initially done in response to ad hoc requests, in 2019 the Programme adopted a broader and more strategic working methodology. Currently, most countries in the region are engaged in a process of dialogue with EUROCLIMA+, giving greater coherence to the Programme's actions and maximising the added value of European cooperation in the different areas related to climate change.

To date, more than 50 actions (national, multi-country and regional) on climate governance  have been carried out, agreed with the different countries and whose implementation is the responsibility of four implementing agencies (FIIAPP, GIZ, ECLAC and UNEP).

In 2016, the EUROCLIMA+ Programme structured its action into six thematic sectors and in each of these a series of projects were identified that would constitute models of strategies for tackling climate change in different geographical and socio-cultural conditions in Latin America.

Thus, through six parallel call for project processes, 60 projects, have been identified, most of which are currently under implementation and they reflect the collaboration of different state and civil society actors in the 18 countries of Latin America. Each thematic axis has a mechanism for the coordination and management of ongoing projects, which are overseen by the respective implementing agencies (AECID, AFD, Expertise France and GIZ).
