Implementing Agencies

Main results

  • Communication was established with the 18 Latin American countries through their focal points or designated representatives.
  • More than 10 applications for support were received.
  • By the end of 2017, six countries had requested support under the climate governance component: Ecuador, Uruguay, Argentina, Brazil and El Salvador.
  • A regional request was received, articulated by CIHMET (Conference of Directors of Ibero-American Hydrological and Meteorological Services).
  • Services provided: exchange workshops, visits, internships, meetings, systematisation, virtual or in person exchanges, diagnostics and technical assistance.

Four agencies with a single objective

Climate Governance integrates the experience of four agencies:

  • FIIAPP provides direct support to governments of the countries with direct actions that are designed jointly.
  • GIZ focuses its actions mainly on training public officials in charge of  carrying out reforms, or civil society (academia, private sector) which has an influence on decision making and implements them.
  • FIIAPP as well as GIZ and UNEP, operate jointly in facilitating policy dialogue at the highest level with the Forums of Environmental Ministers, and at the functional level between the different levels of administration, between different administrations or between different countries.
  • ECLAC contributes its extensive experience in the region through technical support to countries that contribute to the design, implementation, monitoring and evaluation of public economic policies related to climate change for the completion of the NDCs, as well as studies and research on monitoring and follow-up for public policies and national and regional policy dialogue on climate change.

From this multiple perspective, the Climate Governance component of EC+ aims to address all the needs that Latin American countries may have at both country and regional levels.

First dialogue between EUROCLIMA+ country peers

The “Dialogue between peers” initiative aims to facilitate cooperation among peers to enable the implementation of NDCs in Latin America. This project is executed by the Fundación Avina with GIZ, in collaboration with ECLAC under the EUROCLIMA+ programme framework, and it intends to systematise experiences that enhance the implementation of the NDCs with a special emphasis on sectoral and territorial articulation initiatives.
