Monica Solórzano: “We want to create synergies and strengthen actions to promote sustainable mobility”

Mónica Solorzano, technical director of the Executive Secretariat of the Latin American Federation of Cities, Municipalities and Local Government Associations (Spanish acronym Flacma) and coordinator of the regional Community of Practice (CoP) in Latin America for sustainable urban mobility matters of the EUROCLIMA+ programme, financed by the European Union, tells us about Flacma in the context of the side event “EUROCLIMA+ in action: Promoting sustainable mobility with local actors in Latin America”, which will take place at COP24 (in Katowice, Poland) tomorrow, Saturday, December 8 .

What does Flacma do to promote sustainable mobility in Latin America?

Flacma arose as a EUROCLIMA+ project to develop a community of practice and a digital tool (www.platmus.lat) that serves as a meeting point to publicise the progress, challenges and setbacks of sustainable mobility in Latin America. Our aim is to identify actions and help them with promotion, because many other cities are interested in sustainable mobility issues with bicycle or other projects, but they do not know how to go about them.

What are the setbacks and challenges that have been encountered in sustainable mobility for the region? How is work being done at the municipality level?


We have seen that the information is scattered, and it is necessary to better articulate actions and make them known. Technical information exists, but the great challenge is to decipher and translate it so that ordinary citizens can contribute to making a decision regarding the use of a car, collective, bus, bicycle, or simply choosing to walk. It is important to understand how a daily decision contributes to improving the environment.

Similarly, we are interested that mayors and public officials can access this information in a simple and friendly manner so that they can use the information in the formulation of public policies at the sub-national level. From Flacma we want to create synergies and strengthen actions to promote sustainable mobility in our cities.

What are the prospects for sustainable mobility in the coming years?

Cities are growing In Latin America and we must take advantage of this process to make a change and make better decisions about our mobility to see the effects in the next 5 to 10 years. In this period, we could have more bicycles and more usable walkways that are safe. These actions will contribute to the reduction of greenhouse gases that cause climate change.

EUROCLIMA+, a flagship cooperation programme of the European Union promotes environmentally sustainable and climate-resilient development in Latin American countries, under its Climate Governance component, through the strategic alliance of the German International Cooperation Agency (GIZ) and the Economic Commission for Latin America and the Caribbean (ECLAC), with support from the  Avina Foundation to develop the initiative “Dialogue between Peers to Enhance NDC implementation”.

Under the “Dialogue between peers” initiative, this side event is organised in the context of COP24, where the main progress and challenges in NDC implementation in Latin America and the Caribbean will be reported. There will also be a dialogue on opportunities to increase ambition and climate action in the region, based on the experiences of the countries and agencies that provide technical support to these Latin American governments for complying with climate commitments made under the Paris Agreement framework.

EUROCLIMA+ in action: Promoting sustainable mobility with local actors in Latin America

In this side event, the current and potential urban mobility situation in Latin America and the prospects for sustainable and electric mobility in the region will be presented, along with selected actions developed under the EUROCLIMA+ framework carried out with national and local Latin American actors for moving towards sustainable mobility.

EUROCLIMA+ is currently working on the implementation of 19 urban mobility projects with local and national Latin American authorities, to promote electric mobility in several countries and to help facilitate national-local vertical articulation for better climate governance.
