EUROCLIMA+: Disaster Risk Management

Initiation of the project “Strengthening of national and regional systems for monitoring and managing drought and flood risks in a context of climate change and desertification in the Andean countries”

Analyses of extreme weather events in South America strongly suggest that the conditions associated with drought and extreme rainfall events will tend to intensify in regions that are already experiencing these effects. The countries of the region have identified the formulation of public policies for the management of droughts and floods as a priority, and to this end they will strengthen and harmonize information systems while consolidating specific institutional structures.

Under the risk management component of the EUROCLIMA+ Programme framework, the National Meteorological Services, Ministries of the Environment and institutions related to risk management in Bolivia, Colombia, Chile, Ecuador, Peru and Venezuela together with CIIFEN, presented the proposal entitled: “Strengthening of national and regional systems for monitoring and managing drought and flood risks in a context of climate change and desertification in the Andean countries,” which was selected and formally launched on January 3, 2019.

The project contributes directly to the 2030 Agenda for Sustainable Development, the United Nations Convention to Combat Desertification, the Sendai Framework, the Intended Nationally Determined Contributions under the framework of the United Nations Framework Convention on Climate Change, the Andean Strategy for disaster risk management, as well as a series of national plans and programs aimed at reducing disaster risks and promoting sustainable development.

Interview with the Project Director

1.What were the motivations for the formulation of this proposal?

There is consensus among the National Meteorological Services of the Andean countries on the urgent need to strengthen the management of risks associated with droughts and floods, in terms of improving monitoring and prediction capacities and inter-institutional coordination and governance at national and local levels. In times in which the frequency, persistence and magnitude of drought and desertification processes continue to increase in the region, it is critical to strengthen national systems and regional cooperation to increase the climate resilience of the Andean countries.

2.How does the regional dimension of this proposal contribute to its objectives?

The Andean countries as a whole show asymmetries in terms of their capacities and governance mechanisms for dealing with droughts and floods; however, regional cooperation allows for joint efforts among members in complementing capacities, exchanging experiences and achieving mutual strengthening while consolidating horizontal cooperation and mutual assistance with efficiency.
