Financing NDCs in Latin America: moving toward the preparation of bankable projects

Objective

Discuss challenges and opportunities for the development of bankable project portfolios and the mobilisation of funding for NDCs and present the innovative approach of EUROCLIMA+'s "NDC Finance Advisory Mechanism".

Presentation

This event will revolve around the existing challenges to mobilise climate financing from all sources to achieve the objectives set in the NDCs of Latin America, taking as a case study the theme of urban mobility. A EUROCLIMA+ initiative will be presented to facilitate the formulation of bankable projects.

An introduction of the mechanism will be made, with the objective of offering a perspective of the work in development and its benefits, considering three main axes:

  • Capacity building in the conceptualisation, formulation and structuring of bankable climate projects.
  • “Match-making” dialogue, by facilitating a meeting between project developers and potential investors.
  • Adaptation and application of a tool for the preparation of projects under the NDC framework.

It continues with a panel discussion for the exchange of perspectives of diverse actors, with a focus on the urban mobility sector: i) from the public sector, where needs will be presented with a country perspective, and the difficulties with proposing bankable climate projects; ii) from the project developers and local governments; iii) from the financiers who will expose the challenges in financing climate projects and the strategies to follow; and iv) from the cooperation sector on the role of strengthening enabling conditions and capacities for the mobilisation of climate financing.
